Jim Kitchen

National Infrastructure Manager
Environment Agency

Having joined the Environment Agency in September 2001 as a Planning Officer, Jim has built a career spanning more than two decades across planning, stakeholder engagement, and the delivery of nationally significant infrastructure projects.

After progressing through a variety of roles, he spent seven years leading the West Midlands Area Planning Team as Team Leader, overseeing the Agency’s involvement in major planning and development proposals. Following a period as Communications and Engagement Manager, Jim was appointed Environment Agency Project Manager for the High Speed Two (HS2) programme in April 2013. After two years in this role, he became Manager of the Environment Agency’s HS2 team in April 2015, leading the Agency’s engagement on one of the UK’s largest and most complex infrastructure projects.

In November 2022, Jim was appointed National Infrastructure Manager, establishing and leading a new central Environment Agency team responsible for shaping the organisation’s approach to the future pipeline of Nationally Significant Infrastructure Projects (NSIPs) across England. In this role, he provides strategic leadership to ensure environmental considerations are effectively integrated into the delivery of major infrastructure programmes that support national growth and development.
