Ali Leeder

Director
Aeos Infrastructure Planning

A Director at Aeos Infrastructure Planning, Ali specialises in advising and leading teams through the Development Consent Order process.  Ali is on the Board of the National Infrastructure Planning Association and is enthusiastic about the efficient delivery of high-quality infrastructure projects.

Ali has worked on nationally significant infrastructure projects for nearly 20 years, being first involved in the Planning Act regime through analysing consultation responses on the Planning Bill in 2007.  Ali previously led the DCO function within the planning department at Aecom, with a portfolio of over 15 DCOs, and more recently at Arup. Ali moved to Aeos Infrastructure Planning in 2025; Aeos Infrastructure Planning is a niche consultancy specialising in the provision of high-quality consenting advice and project leadership for Development Consent Order projects.

Ali has led major infrastructure projects through the DCO regime from inception through the discharge of requirements, including projects in the highways, energy and water sectors. She is regularly called upon as an Expert Witness at DCO Examinations, appearing as an Expert at Examinations for the Gate Burton Energy Project, Bramford to Twinstead Reinforcement and Sea Link in the last two years alone.  Ali is also currently the DCO consents lead for the Lincolnshire Reservoir Project on behalf of Anglian Water; one of the largest new water supply projects in the country by capacity and value.
