Charlotte Rushmere

Principal Planning Officer – National Infrastructure
Essex County Council

Charlotte is a chartered town planner who specialises in managing local authority engagement with NSIPs. Charlotte is one of a small number of planning professionals who has experience of end-to-end regulation for new nuclear and decommissioning. She currently works for Essex County Council sharing a technical leadership role for 10 NSIPs, predominately in the transport and energy sectors. Charlotte has previously worked at Maldon District Council as lead planner for new nuclear at Bradwell B and Sedgemoor District Council as the manager of an RTPI award-winning major projects team, which included new nuclear at Hinkley Point C. A town planning postgraduate, Charlotte’s first degree in geology naturally led to an early career in minerals and waste. She would have happily stayed grappling with the challenges of coastal quarrying in Dorset were it not for an opportunity to lead a joint local authority team involved in the decommissioning of a legacy nuclear site at Winfrith. After a secondment to the civil service nuclear directorate, Charlotte swapped the Jurassic Coast for the crucible of ‘monster’ energy NSIPs and a very niche interest in radioactive waste management.
